Yes, I have this delay too. It sucks. More like 25 secs for me, but this is something many bookies do.

If you are betting a lot lower league games where they don't have fast feeds it can happen at any book. Or just making a lot of winning live bets within a second or two of outcome.

I have no delay for MLB. Bet is always rejected or accepted within a second or two

wagerweb takes like 10 seconds to post no matter the sport. can be annoying in basketball.
