Betfair is still open but NJ has fewer tracks on the NJ exchange than what is available to the rest of the world. The liquidity isn't great but it's still better than the tote.

      very little liquidity

USA bettors just not into it and never will be

Exchange Betting is a NON USA thing because gamblers in those other Countries much more advanced than USA players

USA just wants spreads and ML's and will never change

I use both ADW accounts and the exchanges and have found that the exchanges very sharp esp with favorites way more then on track. Many times you see a 3/5 shot on track at 2-1+ odds on exchange and the horse runs off board...I use it as a great tool to lay favorites that are drifters on exchange and to gauge true price of a horse for multi race wagers on my ADW's. When a horse is bet down on the exchange I feel he is more solid favorite. That said the liquidity on the USA tracks esp night races is horrible I have seen under 500 USD even less at meadowlands or delta downs on a friday night...granted all the UK guys are a sleep but that is bad...USA loves the exotic bets

Does NJ bettors get to bet against UK betfair users?

I thought it was just locals v locals only.

Even in Australia the night racing (for the degens) has pretty small pools on Betfair usually. Not 500 bucks, but 10k matched sort of level.

Yes. The NJ exchange is mixed in with the rest of the world. Easy to notice when you look at the overseas races.
