Looks like Holland definitely wants to win the group, because it will "give them an oxygen edge". They would play the next games at sea level. Not so for second place.
So it's not looking like they'll be fielding their backups. Cameroon won't dig in like Denmark and Japan, so this could be a good rehearsal for Holland. I expect them to win quite easily. Cameroon defense is terrible. Holland has only allowed two goals in their last ten competitive matches.

They already won the group. There is almost no chance they dont win it. You really think the Dutch will take chances after 60 minutes with starters in a meaningless match? The draw will guarantee the group anyways.

Van Marwijk has said he's playing the starters. I don't know for how long, but you can only change three. He did mention that he's taking the game serious, and doesn't want to be like Holland in the last Euro, when they took it easy in the last group game, and lost their momentum as a result. Also, Robben is fit, and, even if he doesn't start, could give the team a huge boost as a substitute.
Holland hasn't shown its face yet this WC. The result of two very negative opponents. The Dutch response was simply to kick the ball around for 70% possession. lol This game won't be like that. Remember that Holland beat Ghana 4-1 in the week before the WC in a friendly. I could see something similar. The quality difference is too big.
(Holland trained extremely hard prior to the WC, at elevation. They hope to cash in on that at sea level deeper into this WC. That's the type of edge that easily translates into late goals. The only reason the US got a late goal today was that Algeria was out of gas).

Like the draw as well. The Dutch will be happy with a draw. Cameroon will be playing for some pride especially since it's in Africa, but still don't think they'll be good enough to win it outright. The Dutch may rest a few players (like Argentina did) but will still have a more than capable squad to hold their own.
Even if the Dutch lose this, the chances of them not finishing atop their group is small. Japan would need to beat Denmark by 3 goals which I can't see happening. Japan only need to draw to get in. The Dutch will play it safe, happily take the point, secure 1st, and let Japan and Denmark fight for 2nd.

This mirrors Argentina-Greece. The top team [Netherlands] needs to do hardly anything to advance, but why would they want to kill their momentum? Even though the chalk is retarded, I think the OVER at 2 is what I like here. Cameroon's defense is loose and they will play just to entertain which could let the Dutch finally find a bevy of goals.

My guess is because most people I talk to agree with you. The Dutch have no interest in this game. They are just going to pack it in, etc. Not to mention they have been undervalued in their previous two games in my opinion. There is no reason why they wouldn't try for a win. Sure, they probably won't be pressing for one if it is tied up late but I can see them going up 1-0 around the 35th minute and just playing defense the rest of the way. Maybe Cameroon presses too much late and they grab another on a counter.
Might be a good bet though, I just don't think you can bet this based on the guess that Holland won't try.

I agree that Over is a good bet here. Dutch will most likely rest some key players and give a chance to youngsters that always want to prove themselves. Cameroon is gone and only thing they can do is to try to score some goals for fun. 2:1 for Holland. Or 3:0 in better scenario for Dutch. The Dutch walked through this group with such ease that there is no reason for them not to win this one as well. Their first 2 games looked like conditional training LOL

None of the teams have pressure in their last game. I expect them to play freely and not in packed defense. Over is likely.
