My pending bet is 'Portugal +0.5, 90 minutes regulation + injury time'.

The game result is Portugal wins in penalty kicks.

Is that bet a win? Is it cancelled? Or, how is it graded.

Im assuming it is a win since the bet is '+0.5' and end of regulation, the score would be tied regardless (0-0, or 1-1, 2-2,).

Yes, that scenario is a win. If tied at end of regulation and you're getting points/goals then you win. Just like any other sport. The only thing that separates soccer from the other big sports is the chance of a draw, hence the option of regulation time versus extra time.
