A buddy of mine told me they were, I believe its also a reason why the line is +250 for Napoli.

hmm if playing Higuain, Hamsik, Inler, Callejon and every other regular aside from Zuniga who is injured equates to resting players then yes he is correct!

The line is like that simply because Roma are at home and in amazing form. If Napoli were resting players they would be nearer +325 to +350 range
