#74remember, do not confuse "functional retard" with "borderline retard"
a "functional retard" is someone who is retarded, but functions at a high level, based on various criteria
a "borderline retard" is someone who is NOT retarded, but merely on the border of being so, and as such, is very likely to be "functional" as defined by behavioral scientists, but since a "borderline retard" is not actually retarded, his or her functional capability would be expected
from acl123 "Not sure how this is racist".
Around here if you disagree with someone especially with regards to if the US president is doing a good job you are a racists. So if you think there are Indians in India; racists. You think the yanks will beat Braves; obviously racists(with a touch of white supremest mixed in). Hopefully its a passing trend.Comment -

Op'rs, don't attempt to cheap'n my advance strike,
Strikes have varied levels of execution.
Novice Strike: They rely on blatant and obvious observations like someones girth, pecker size or maybe some more identifiable like teeth so white that smiling at oneself in the mirror could cause self-inflicted blindness. These types of strikes are funny but in a cheap form of humor kind of way.
Calm Strike: A more advance maneuver that requires some practice and even then some never get the hang of it. Oh some THINK they are clever enough to pull it off but in reality they are just too absorbed in their own self-anointed iconic status that they can't see it was just a better educated form of your basic novice strike.
Ninja Strike: These are rare. They require patience. They have to be delivered in a manner that is relevant but they have to also be delivered without regard for recognition (that last bit alone makes this a level you will never achieve).
Opie, you should come visit us more often. Stop in and Matty could tell you more about the all the various forms of strikes.Comment -

That being said:
"In September 1968, Congress authorized President Lyndon B. Johnson to proclaim National Hispanic Heritage Week, which was observed during the week that included Sept. 15 and Sept. 16. The observance was expanded in 1988 by Congress to a monthlong celebration (Sept. 15 - Oct. 15), effective the following year. America celebrates the culture and traditions of those who trace their roots to Spain, Mexico and the Spanish-speaking nations of Central America, South America and the Caribbean.""The question on Hispanic origin was first introduced in the 1970 Census, and subsequently a version of the question has been included in every census since. Spanish surname, place of birth, and Spanish mother tongue responses were also used as identifiers of the Hispanic population in the 1970 Census and were the only Hispanic identifiers in prior censuses. Over the last 40 years the question on Hispanic origin has undergone numerous changes and modifications, all with the aim of improving the quality of Hispanic origin data in the United States, Puerto Rico, and the U.S. Island Areas."
Definition of Hispanic or Latino according to the US Census Bureau in 2010:
“Hispanic or Latino” refers to a person of Cuban, Mexican, Puerto Rican, South or Central American, or other Spanish culture or other Spanish origin or culture regardless of race.
"Although people of Mexican, Puerto Rican, and Cuban origin were the largest detailed Hispanic groups, they grew at slower rates than the other detailed groups. Over the decade, the Spaniard population showed the largest percent increase. The Spaniard population in 2010 was more than six times larger than reported in 2000."

#89Use a grey area word without clarification and make statements that are false in an obvious, literal sense. Lawyer at work here
Hispanic is cultural in one definition. Mestizos, blacks, whites, asians, w/e can be considered Hispanic. See all those Spanish names on the back of black players in the MLB hmm. You are the retard to say Spaniards aren't Hispanic in a blanket statement.
The sense of the word you implied is in regards to racial classification in the US. Most Hispanics in the US are mestizo, mixed white/euro and native. Some are more white, some more native, some almost entirely native or entirely white. So where is the line drawn. There's a box on Census to mark if you are of Hispanic, Latino, or Spanish origin. Then a box for race. Charlie Sheen probably marks Hispanic and white. Most other applications to mark race will simply have Hispanic, something an average Mexican mestizo would markComment -

Have to agree with focker, always thought Hispanic meant having any ancestry from Spain.
I knew Latino are not Mexicans. The US should change the word hispanics to Latino/Puerto Ricans/Mexicans. Hispanics is very misleading.Comment -
