I really doubt Biden is making any of these decisions, Biden isn't the one running this shit show, he isn't mentally capable. Just like today and every speech he gives, its always at 3 in the afternoon when nobody is watching tv. All recent past presidents would come on during prime time when there were the most viewers, but whoever is running the place doesn't want Biden stumbling around on prime time tv
