Trump made a deal directly with the Taliban to not attack US forces during withdrawal of US troops that he ordered.

The Taliban were not forced to sign a deal with the current government to share power. They wanted all by themselves so they can impose sharia law. Trump accepted.

So the Taliban were free to wage war against Afghan government while US withdrew troops.

Biden followed the deal Trump signed. It's all public information.
