The Atlanta Police officer who shot and killed Rayshard Brooks at a Wendy's parking lot last week was charged with felony murder, and the other officer on scene was charged with aggravated assault, Fulton County District Attorney Paul Howard announced Wednesday.

I think generally for civilians the Justice branch has some period of time they want to occur before a Pardon occurs. I think it is like 2,3 or 5 years?

I know Nixon got a pardon before his case even happened. I'm not sure it has ever happened for some common joe in a high profile case.
