People need to stop overreacting to the word "plans". The U.S. military tries to anticipate any contingency imaginable, and create a plan to deal with it. That doesn't mean it is something they are "planning" to do.

It would be foolish not to plan for something like a pandemic, and the possible fallout thereof.

I'm not afraid. I've already made peace with my maker and the Ultimate creator of this universe. At the bare minimum, having troops on the streets in military gear is to "normalize" it with the citizens. They are here to help you! That's the beginning phase in most nations when you start seeing the military on the streets. This way, the next time something comes down the pipe...the people will accept it like bread and butter at the dinner table. I don't intend to create fear in people. I want them to be prepared whether they hate me, like me, or are indifferent.
