Because that's how they operate and do shit in third world countries...Hell, I really don't understand what the big deal is...West Virginians in the good ole' U.S. of A. (family and friends alike) start screwing around in their early teens as well. It's no secret with all of the inbreds and incest that goes on....and don't even get me started on Russia (all of the former Soviet Union including Ukraine, Georgia, and the 500 other little countries that split up) also make up the vast majority of child pornography market. along with their Eastern European counterparts and some Asian countries as well. Not to mention Mexico, USA, and to be rather blunt and frank about it, the rest of the goddamn world as well!...I mean even rich and famous celebrities like Elvis Presley, Jerry Lee Lewis who married and fukked his 13 year old cousin (once removed) for Christ's sake!!, Michael Jackson, Roman Catholic Priests and little alter boys, the list goes on and on...so why are all of us so "shocked", "stunned" or "surprised" when something like this happens?

Problem for Wandy is that pesky 'personal conduct' thing that's in his contract.
That piece of legalese is 100 percent iron clad for the Rays front office to rid themselves of this.

There was a sexual complaint from a minor in the DR to the Attorney General over there.
DR did it's due diligence, determined the minor's complaint was valid, and the offender was indeed Wander (Wandy as I like to call him)

The AG over there pretty much said he did what the law requires.
