The rule Thomas is referring to is under “Emergencies” in the “extraordinarily unfair acts” section.
The “penalties for unfair acts” article states: “The Commissioner’s powers under this Section 2 include the imposition of monetary fines and draft-choice forfeitures, suspension of persons involved in unfair acts, and, if appropriate, the reversal of a game’s result or the rescheduling of a game, either from the beginning or from the point at which the extraordinary act occurred.
this rule is for egregious action against players, etc.

He can start by firing the officiating crew if he has balls. But I'm affraid if he does that the other referees will walk out of the job. But the refs can sue him for collusion if they have evidence he directed the officiating crew to manipulate the outcome of the game.

Or we can just blame the refs and talk about Nfl more which is ideally what they want. Football fans bitch but then still watch. No point in replaying any game people will just forget about it and move on. Nothing changes and then the next team gets screwed over and rinse repeat.
