you can't decline a pre-snap penalty

you could hear them blowing the whistle as the ball was snapped. The defense can't decline a false start. Same thing.

With certain penalties, the play is immediately dead. It doesn't count.

you should have the option to decline something like that. It's like if the defense is offsides and you hit a 70 yard TD pass but have to bring it back b/c the guy was offsides.

true, but on a 100% bang bang play (field goals) this shouldn't be a pre snap penalty...in my opinion at least.

What about encroachment? Offense has option to play it out if qb life isn't in danger

am i missing something? why is Cinny 2nd half tt only 19.5? they just turned this game around in a hurry, got composed and were picking up huge yardage at will as Duke started looking like the same old Duke. wouldn't surprise me if Cinncy puts up 40.

Encroachment is a live ball foul , play is allowed to continue.
12 men on the field was a live ball foul in the past,called iillegal participation w/15 yd. penalty.
change was made this past year I think,but me thinks NCAA will rethink it after tonight.

on a running play a WR is considered a runner. It is usually only called for QB's and during hits on passing plays to protect receivers.
