Yes and no.
He doesn't have enough at bats to be eligible but, in its place, he can still win if they take the remaining at-bats, count them as outs, and if he still has the highest batting average. You need 502 At-Bats to be eligible [3.1 per game]. Melky has 459, so he will get 43 outs in order to reach that number. In other words, he's not winning the batting title so don't worry about it lol.

Cabrera won't win the batting title so it's a moot point. He has 159 hits, so when you give him the 43 outs to reach 502 ABs, his average for batting title purposes is only .317 (although it will stay at .346 in the official records).

To assure uniformity in establishing the batting, pitching and fielding
championships of professional leagues, such champions shall meet the following

percentage championship. Fractions of a plate appearance are to be rounded up or down to the closest

NEW YORK -- Major League Baseball appears unlikely to interfere if Melky Cabrera wins the NL batting title while serving his 50-game suspension for a positive drug test.
The San Francisco Giants outfielder began Wednesday with a league-leading .346 average, seven points ahead of Pittsburgh's Andrew McCutchen.
Cabrera has 501 plate appearances, one fewer than the required amount if the Giants play 162 games. Under section 10.22(a) of the Official Baseball Rules, he would win the batting title if an extra hitless at-bat is added to his average and it remains higher than that of any other qualifying player.

it's why mvp, cy young award, as well as, hall of fame are increasingly becoming silly awards with the more we learn about player value.
