Chance a white person is going to assaulted by a black person: 320,082/197,000,000 = 0.001627 or 0.163%
Chance a black person is going to assaulted by a white person: 62,593/38,000,000 = 0.001647 or 0.165%

Not much difference there.

That IS the problem. Taking the current population numbers into account, there should be a HUGE difference.
