Each team can only have a max of 6 primetime games a year.
See, they would probably would have put the Cowboys/Redskins as the flex game, but Cowboys have already had 3 nbc apperances, one espn, and they will have two apperances in primetime on NFL Network. So that was out of the question.
A game like Cleveland/Ravens would be a rating disaster, NBC only goes for good teams in big markets. I think they saw the Dallas/Buff game on ESPN and thought the bills would make a game of it, but obiviously didnt.
Patriots have only been in primetime 3 times this year. Two NBC games and an ESPN one. Their fourth will be next week, another one on ESPN and one on NFL Network against the Giants.
And FOX and CBS can protect one game a week.
