They benefited greatly from the John Salmons trade with Chicago. This dude has been putting in work! On top of that the team has been jelling and their rookie Brandon Jennings is lighting it up as usual.
The Chicago Bulls on the other hand, have fallen downhill. They're plagued with injuries (ie. Joakim Noah, Luol Deng, Derrick Rose, etc.), and may not even make the playoffs this year. They have essentially traded places with Milwaukee. However, the Bulls freed up a ton of salary cap room by letting go of Salmons, and are hoping to sign a big star this summer such as a Dwyane Wade or a Chris Bosh. The general hope in Chicago is that they will become a contender after the summer passes and they sign their big star.

Not only do the Bucks cover again, but the Heat go OVER again, although they did have one stretch earlier in the season where they went over 7/10 times.
