could you clarify positive action points

Action points are measured by the difference between your pick and the final outcome.

So if you pick an over 8 and 11 runs are scored, you are +3.00, the same concept applies on the RL. If you and your opponent both finish with equal units and # of wins, the tiebreaker will go to the poster with more positive (or less negative) action points.
