My local has on his site that you "Can't use totals" in 13 point, 4 team sweetheart teasers. He allows totals to be used in 3 team, 10 point teasers, but not 13. In what situation would 3 points make a difference?

Depending on the total, perhaps. I would guess that teasing over 32.5 with a 13-point teaser would hit the BE rate.
