I wouldn't consider it a reaction play. When you are trying to block a punt, all of the players should be thinking beforehand about what to do in the case of a blocked punt. It's poor special teams coaching or a really stupid player. Could be either. They should know what to do in the case of a blocked punt when they are going all out for a blocked punt. It's not like something random suddenly happened. What happened is exactly what they were hoping would happen before the ball was even snapped.

Of course 95% of situations you are told to fall on the ball.
BUT I would expect high school kids that are on special team vs punts would know that if they block it and fight for the recovery they get it either way unless they possess the ball, run, and then lose it.
SO try to pick it up and run with it! My WIFE even knows that (not really).
These are highly paid SEC players.
