Some offshore books say that a match must go at least 2 full sets to be complete. Others say only 1 full set is necessary. Anyone know the rule in Vegas? Which of the two rules dominates offshore?

Believe "Vegas" rules are two complete sets. Offshore at the "bigger" books, I think Vegas Rules are still more prevalent than one set completion rules.

and most books ive used will call a match a push if either player 'retires' during the match..but you probably know that
