Tepavac has a 30/3 record on hard this year, yes let me just repeat that - 30/3! Though mostly of these matches has been futures, he has also won the Karshi challenger beating the likes of Sela and Khachanov. This guy also has a respectable serve.
On the other side Bemelmans is 12/6 on hard this year, 7 of these beeing qualifying matches for atp tournaments, 5 in the futures and rest is challenger matches. His best win this year was against Micha Zverev, but apart from this he had not beaten anyone of signifiquance.

I am making this short, since I know that you already know these guys strenghts and weaknesess. Muller is 2/1 against Bautista on hard, and he has beaten Janowicz and Tsonga to get here. He is an excellent serve and volley player.
Bautista won against not-in-form Kuznetsov and claycourter Lorenzi.
To me there is massive value on Muller here. To me this is at least a 50/50 match, maybe even slight advantage to Muller considering the surface. Bautista is better from the baseline, but I believe Muller will overpower him and keep the rallys short.
