what a joke £250 tricast win for 1st 22/1 2 nd 8/1 3rd 4/1

Hi all, can anyone help,

I got a winner and tricast today, (which also had a rule 4, 35p in the pound )...
The winnee came in at 22/1 , 2nd was 8/1 , and 3 rd was 4/1 and the tricast only paid £250... know I know iv got have 35p out the pound cause of rule 4 but come on a forecast off 22/1 betting a 8/1 should pay more than the tricast..does anyone know who makes these odds cause its a joke and can I complain...
