What makes someone a "VIP" at a Vegas sportsbook?

I see a lot of promotions for "VIP's" at Vegas sportsbook. Just out of curiousity, what kind of betting action does it take to be a VIP?

It's a combination of how much you bet, and what the house edge is. In essence, the more they expect you to lose, the more VIP you are.
