Why do sportsbooks have quaters at -115?
I'm new to sports, and I noticed that a lot of the popular books have the quarters at -115, while the game and half is -110. I'm curious why they increase the juice for quarters.

5dimes doesn't do that. They have -110 for quarters. I know some books do and I can't understand it either.

Perhaps they are unsure about median odds, and they increase margin to cover possible losses.

or they simpy take advantage of people unable to resist bad value.

Because they can and idiots still bet it. Same reason they can offer -115 on the coin toss of the superbowl and someone will bet it.
