Might be moving from a state where there are no explicit bans on offshore, to Nevada. Do the offshores take customers from there? I had heard they don't. Thinking of Bookmaker, Heritage, Betonline. Would I have to close all my accounts?

You can play at most places offshore including the 3 you mentioned.
A few off the top of my head that won't take Nevadans are GTbets, BetNow, Bovada and Sportbook.com.
Most every other book, that I can think of, is good to go.
