I just had a look at Lowvig and the lines and odds are the same as Betonline (did not check some of the major sports where I guess the odds may be reduced). So yes Lowvig does look like the sister to Betonline.

Does anyone know these answers?

Yes they are a sister book. But you can have accounts at both.

Lower vig on some markets, lower limits usually, minimal customer service. Email only.

Are the limits at Lowvig the same as the limits at Betonline? NO, they're normally lower, But some markets do share same lines/limits i.e MLB ML.
Also if you've bet the limit you can re-bet after 60 seconds or once line has changed. By game-time limits could be as high as 10k for major markets.
