I'm thinking Costa Rica with the recent problems involving Casade and to a lesser extent Las Palmas. Cascade is most alarming because Lenny walks free for the past few years despite screwing many. And he's still allowed to operate w/o fear of prosecution. Is Costa Rica that poor at policing its own?

Costa Rica for sure - it's corrupt enough for lax rules in any business. As long as everyone gets their cut of the proceeds, anything goes.

I would add Malta to the list. There are many "scam" bookies with license there (goldvictory is just the latest example).

Hi this is Sam Spade of the Costa Rican Gaming Commission.I have Lenny tied up in my trunk right now and Im my way to do a drive by on sportsbook.com. There are good books in CR but they police themselves. CR goverment is just happy that they are creating jobs and not selling kilo's.
