I'm hearing October at Twin River to start. The only thing they've discussed to my knowledge is resident only. Could this be possible? Is it William Hill? Would non-residents be eligible to get phone app? Even if it was geo-locked you'd just have to hop over the border, right? Any info would be appreciated.
