        I also wonder if it could be challenged as a restraint of trade if there isn't actually a way for a runner to become licensed.

          The main function of the Las Vegas sportsbooks are to avoid taking bets from anyone that has a brain in their head. If you are open with a line you should be happy to accept bets from anyone, especially with cash up front.

              The wording of this law is somewhat confusing, from a runners standpoint.

                Runners will need to apply for Licenses with Nevada Gaming Control Board and be tracked

                I would think now runners commissions will increase

                They might be able to get double now because of two things..if not licensed RISK FEE or if licensed pay for his fees

                    So to make it work become a licensed runner in nevada and legally run bets, does such license exist or is it the same gaming license the casino has hence putting it out of reach of an individual. That would be illegal not having a license to apply for and saying," you cannot do it without this, ooops this doesnt exist"

                    within Vegas many scammers operate with making information plays for people and scamming money perhaps it cold help wipe out the scammers although in the mean time hurting runners.

                    It looks to me seriously though , it is designed to stop the street bookie, credit guy as we know him using the excuse or hiding behind, " I was just going to place bets for people" thats why they are in their penthouse with 2.5 million in the safe CASH.. So it is a way to wipe out the "RUNNER" excuse in the illegal bookmaking trade.

                          Just another way for the state to collect extra monies from bettors. Just like a Tam card sheriffs care health card and all the other B.S . They can shake you down For !

                          No Different than the Hotel room taxes they get you on for 12%.........................

                                  the same law could me used to go after any sports advisory service who gives information and take a % of winnings. This transgression has been ongoing for over 30+ years in many forms. Lots of large sports services still have large bookmakers as customers who need to lay off their excess at the last minute. That and the $$ made form % of bets add up quickly.
