In the good old days before the TAB there were illegal "SP" (starting price) bookies operating primarily out of pubs. But the TABs effectively saw them wiped out.

Don't think any of those around these days. Only legal bookies. You can operate an account with them whilst they are at the racetrack and phone your bets through. Most will offer credit.
