As you guys in Utah are aware, Utah doesn't specifically state online gambling in illegal because they do not allow any gambling:

This is a state that outlaws all forms of gambling and they see the sense of regulation in the industry...

(1) "Gambling" means risking anything of value for a return or risking anything of value upon the outcome of a contest, game, gaming scheme, or gaming device when the return or outcome is based upon an element of chance and is in accord with an agreement or understanding that someone will receive something of value in the event of a certain outcome, and gambling includes a lottery

But could Utah be courting trouble with its support?
The state does not allow gambling in any form and if online gambling is allowed, so would tribal casinos—something that Shurtleff doesn't want.
The attorney general says he hopes the Frank proposal wouldn't allow for tribal gaming.
