I think all offshore books have caps. The ones offering good caps on pick 3's and 4's are carib, wagerweb, bookmaker, and dsi. Also, it depends on the track bet. You may have a $20,000 or $30,000 cap at Belmont but $3,000 at Los Al.

Bookmaker, Betonline, and Bodog meet your criteria. They all have net-profit-per-race limits however.
