Yes, legal to drink in public. Have done it numerous times in front of cops, it's no big deal. San Jose during the day is safe to walk around. San Jose at night, well, entirely different story. Definitely places you don't want to be, but I suppose that's the same in any big city.

I forgot to ask about the poker games in the casinos. Looks of action? Limits (1-2$) or different?

I have been to SJ at least a dozen times. It's safe during the day. Be careful at night as with any city.

I've never cared for the poker at the casinos. Primarily because I'm not fluent in the language. When 5 locals start talking at the table and I can only understand a third of what they're saying, I just don't always know if everything is straight up. I'm in Costa Rica to go fishing and relax and not worry about my money on a poker table.
