Maybe your friend is using cocaine. It's a pretty common sign amongst cocaine users to have a perpetual runny/stuffy nose while the person is using it (and it can happen for up to a week after they have stopped using cocaine).

i have had genyantritis for years, and had medication every three months several punctures, but nothing helped. After 3 months of eating raw salads only (with olive or sun flower oil - no junk like mayonaise) followed by either boiled meat or cheese or boiled grained products (porridge, cereal - but not the ones from the supermarket - the ones from the farm - no junk which all the civilized world loves to consume) without anything. No bread. no mixing Meat with cereal or porridge. No snacks(big no-no). Every day no holidays. (last two are very important). In a month the disease was gone. in three months i have quit that, now just from time to time i maintain that diet when i can.
BUT FROM THEN ON I HAVE NEVER HAD ANYTHING IN MY NOSE AT ALL!!! 7 YEARS HAVE PASSED.
It is hard, but it is true. Would have never written it if i wasn't sure.

I've had a stuffed nose for as long as I can remember. It is literally stuffed year around, I've just grown to deal with it.

a friend of mine had a procedure done where they dug out some of the cartilage throughout his nasal passageway to open up the airway and clear up his stuffiness. you should look into it.
