Maybe the 2 year old was unsupervised because the mom was on instagram with her phone and she tried to save him at the last minute from falling after he sneaked through the guardrails and she fell too.

Local newspaper article says a witness not wanting to be identified said she saw the boy climb the picnic tables and fell as mother went to grab child fell over wall as well height was equivalent to 6 stories sad

The woman was holding the child and jumping on the bench on the table next to the railing. She lost her balance once but then went back up a second time and fell.
