fbi does background checks and investigates federal crimes; they've already done their investigation as it pertains to Kavenbanger......

they only get involved in state crimes if requested to by the state, county or municipal agency with jurisdiction over the crime asks them to....

as the statute of limitations has run, and there has been no request made to the fbi for any assistance in the matter by any entity that might have jurisdiction over the matter, we can go ahead and have that vote now.....
