Hawks are a weird team. They play better when they score more points because they have athletes that can dunk on any team. They won't slow down the tempo to have 23 second plays on offense.

Structural reasons.

Due to the 24-second clock, I personally am very reluctant to go under a number of 200 or less at all...there are guaranteed to be many opportunities to score - the sport is set up to regress to around 200 per game so bucking that trend substantially requires exceptional justification.
