its a good idea..
usually a 3rd quarter can be a low scoring because team A doesnt score much and team B makes a comeback..
or..on the 4th quarter they waste time to preserve the lead

I'm pretty sure the idea behind this was that it was new years day, thus teams getting tired in the 2nd half and not scoring much.

But yeah, good luck with tracking it the rest of the year if thats what it is.
