2 officials fired over gambling

PHILIPPINE National Police Chief Dir. Gen. Arturo Lomibao relieved yesteday the Nueva Vizcaya provincial police chief and the chief of the Solano town police for their failure to stop jueteng in their jurisdiction.
Lomibao said he will not hesitate to relieve any police officer found guilty of allowing illegal gambling operations in their areas even if these are backed-up by politicians.
“I will not hesitate to relieve anyone even if politicians intercede (for them) as part of our sincere effort to eradicate jueteng, Lomibao said.
Relieved were Nueva Vizcaya provincial director Senior Supt. Robert Mamaril Manggacat and Solano police director Chief Insp. Francisco de Guzman Palattao.
Manggacat was replaced by Supt. Agripino Lopez as officer-in-charge of Nueva Vizcaya while Supt. Domingo Lucas was designated as officer-in-charge of the Solano police.
The relief of Manggacat and Palattao came a day after special teams from the PNP’s anti-illegal gambling special operations task force arrested 15 persons in the act of conducting a jueteng lottery in Barangay Washington in Solano at 11:30 a.m. Monday.
The antigambling team seized P15,000 in bet money, papelitos which contain the number combination for bets, and bulilio where the winning numbers are drawn.
The apprehended persons were brought to the Nueva Vizcaya Police Provincial Office for investigation and proper disposition.
On Jan. 9, Lomibao also relieved the chief of police of General Trias town in Cavite following the arrest of more than 40 persons at the Holiday Homes Subdivision in the said town.
General Trias chief of police, Chief Insp. Conrad Gongon was the first officer axed this year for failure to comply with the PNP headquarters’ directive to stamp out jueteng in their areas of jurisdiction.
It is widely believed that jueteng operations cannot exist in an area without the connivance of the police and local officials and Lomibao vowed to apply the full force of Republic Act 9287, or the new illegal gambling law, against the erring officials.
Lomibao said the PNP leadership is counting on the sincerity and effectiveness of field commanders in carrying out anti-illegal gambling operations in their respective areas of jurisdiction.
“If they fail, I will impose the one-strike policy against them,” he said.
