Yes but what if you could get down big amounts of money on these smaller leagues. That is the question and it is more about the ethics of it
If you wouldn't because of the fear of repercussions then that's a fair answer
And you would be surprised. Maybe not in America but in Europe (and Asia), fixed matches are prevalent at high levels of club and international football
large bets will get flagged, esp on smaller markets

Didn't see this post earlier, so to be more exact - I don't think it bad ethics to fix outcomes of games.
For example(not perfect example), if I had two sided coin both side heads and I took bets -110 or -120 or etc on each side - it only bad ethics to only take from losers who bought tails and not pay out to winners that bought heads, also nothing wrong with not being bank and betting heads knowing it fixed because not my problem they fixed game.
To your question about fixing games in China or wherever, fixing casino games like table games are most investigated, so fixing soccer or other sports easier to get some government people to ignore you - best is obviously if you just get tips and bet on it not knowing how it all fixed, but you'd be risking it all not going to plan, so best if you getting tips just to not max bet it and ride it till it ends. That way even if the fix fails you not losing much.
Regarding ethics of above, I think it not bad ethics since it you don't bet it it just a wasted opportunity. I really can't think of anything bad about it.

I bet Old Hook to win a race at Folkestone in 1993. I didn't 'know' the race was fixed but I knew it wasn't 100% on the level. I knew I needed to collect my money straight after the finish, and I did.
