You can't break rules in the Olympics. Even though smoking pot will not improve your performance it can be used as a masking agent to hide other PEDs and this is why it is banned.

CBD is ok and it doesn't sound like they are testing for other cannbinoids. Athletes can still use some marijuana products for rest and recovery.
