I feel bad for the workers, but this seems like a smart business decision. With demand down all Sands customers could fit into the Venetian. I wouldn't be surprised if Wynn & Encore did something similar.
OTOH, from a covid-19 safety perspective it's probably a lot better to be in an empty casino.
