Trump should shut down the country right now then so that the lawsuits can start immediately and by the time Biden is inaugurated, the SCOTUS will have struck it down, thereby preventing Biden from doing it.

Exactly, he admitted that when asked about closing down the country. His response was he would talk to each governor about each states situation, my guess is that if he wanted to shut everything down all the sports leagues would do as he asked jmo

Fans in the stands is an owners thing. They do not want to be the source of a major outbreak and be rightly accused of killing people for profit.
