Very high chance this won't be official until the end of December. If 1 of the remaining states officially claims Biden winner he will have 270 and technically win the election. That probably wont happen until next week because they are still counting the ballots. Even then most likely recounts in several states and that can take 10 days. However Trump said he will appeal so It could go to court for weeks. Some books might pay if States declare winner. Some might wait until after all the court hearings.

Thats not really true. There is no law that states a President has to concede at all. It's just the polite thing to do. If Biden is declared official winner by electors and courts then Trump has to leave the White House but he doesn't ever have to concede.

Not a law. Just like an elector voting for the same party the voters 'instructed' him/her to vote for is not a law. I read somewhere it's perfectly legal and MAXIMUM fine for voting the opposite is a thousand US Dollars.
