I think it means that if the request is accepted, the case will be heard before all the judges of the court to ensure fair ruling.

The court said the NFLPA can request an en banc rehearing in the case.

I believe it means the NFLPA can request that a majority of the 5th circuit judges would hear and review the request and then essentially vote on the matter. Not an attorney but somewhat familiar with federal court system as I once worked for the U.S. Marshal Service.

Its an appeal that is largely procedural - he simply thinks if more judges hear the case he has a better chance. 3 judges heard this case originally and he wants a larger group of judges on the circuit court to weigh in. This is a delay tactic and the suspension will likely be reinstated given that he lost the original ruling.
