Most all states are broke and all need money for infrastructure and better teachers at all levels.Property taxes can not keep going up ! But the answer to all this is easy and the Politicians know it.! With in 5 years every state will have legalized sports betting and rec. weed. There is no other viable way to get that kind of revenue.

#31 poorest state in the union is the Hoosier state.

I used to have a FWB that lived in Milford Indiana, and when I went to visit her I had to fly into South Bend or Fort Wayne.
Let me tell you something about Fort Wayne, has to be one of the top ten most boring cities in the nation.
It's a yawn fest, not so much a dump, just not exciting.
The airport was for the Army, but they sold it to the state.

First time ever in northern Indiana two things stuck out.
(well three if you include how incredibly boring it is)
            1) the abnormal amount of Amish that live there.
            2) you can dump a stiff dead body in the middle of farmland, and believe me there is a trillion acres of farmland, and you'll never find the body. isn't that where they dumped Tony "the ant" Spliotro's body?

Look at the cost of living compared to those numbers and you will have a hard time finding a more favorable situation in the USA

Well I guess it should be clarified that IF you live on the north side of Indianapolis, you will be hard pressed to find a better place to live in the Midwest.
