Fox News works just fine on directTV app on phone. Don't get CNN on the app, so can't try it.

EDIT: I do get CNN, works fine as well, didn't know what channel it was so went straight past it.

Just go to your settings and choose to hide duplicates, you might not still get the HD CNN but you can watch it in standard. Not sure what or who is behind the blackout but if you want a workaround, there you go.
