Offensive Targeting?

Will NFL or CFB start to incorporate targeting on the offensive player that lowers their helmet first and hits the defender like this? I notice NFL calling more Offensive PI this year, but CFB still rarely does. Lots of OPI in these bowl games yesturday and today never gets called.

I think they already get fined for this in the NFL regardless
