It's at least an interesting question. Of course, it's multiple considerations:

1) How confident are you in your Offense converting 4th down?
2) How good do you feel about your Punter executing the Coffin Corner? A touchback is useless.
3) How well do you expect the Opposing QB to perform if back against the wall?

In this case, I think he wanted to see Stidham perform when backed up.

He probably did it because he knew the Chiefs were going to beat them and he didn't want to take a chance on a fukk up and give the Raiders some momentum and confidence. Keep in mind he's playing to win, not to cover the nine points.
